The governments of Canada and Ontario team up to fund research to make Ontario transportation safer and more reliable
OTTAWA - The governments of Canada and Ontario on November 29, 2006 announced they will invest a total of $930,000 in research and development projects on intelligent transportation systems. These projects have the potential for making transportation in Ontario safer, more reliable and efficient. Each government will contribute $465,000 for projects beginning now through to September 30, 2008.
The Honourable Lawrence Cannon, Minister of Transport, Infrastructure and
Communities, and Ontario Transportation Minister Donna Cansfield made the
announcement.
"Canada's growth and competitiveness in world markets depend on
innovation and creativity," said Minister Cannon. "This funding will help
researchers in their efforts to make Ontario's transportation system safer,
more efficient and more sustainable."
"Intelligent transportation systems can help deliver an integrated
transportation network that supports the economic well-being and quality of
life that Ontarians deserve," said Minister Cansfield. "These research
projects will help us understand how we can integrate transit and highway
planning."
The University of Toronto will oversee three projects totalling $264,000,
expected to be complete by fall 2008. Two of the projects will explore ways to
make transit more convenient and attractive for passengers by increasing the
level of service and making transit schedules and routes more flexible.
A third project will explore changes in the movement of goods by
commercial vehicles that will provide up-to-date information on heavily used
truck routes, which will help in planning and investing in future highway
improvements.
Intelligent transportation systems are a new and rapidly developing
field, where information processing, communication systems and sensing devices
are creatively combined and integrated to make the transportation system work
more effectively. Centralized traffic management, transit smart cards and
electronic tolling are examples of intelligent transportation systems in
action.
The intelligent transportation systems initiative supports key Transport
Canada objectives designed to promote the adoption of intelligent
transportation systems technologies to advance the safety, security and
efficiency of our transportation system.
These projects support Ontario's intelligent transportation systems plan
to enhance and improve the province's transportation network. Innovative new
technologies will help achieve the goal of building a safe, effective and
integrated transportation system that supports economic prosperity and helps
meet future transportation needs.
This initiative is funded by the governments of Canada and Ontario under
the $600-million Strategic Highway Infrastructure Program, which dedicates
$100 million for initiatives that better integrate the country's
transportation system. One of these is the $30-million intelligent
transportation systems initiative, which includes applications such as
advanced systems for traveller information, traffic management, public
transport, commercial vehicle operations, emergency response management and
vehicle safety.
A backgrounder with further information on intelligent transportation
systems is attached.

transportation systems, please visit the ITS website at www.its-sti.gc.ca.
<<
INTELLIGENT TRANSPORTATION SYSTEMS
----------------------------------
>>
Intelligent transportation systems are a broad range of diverse
technologies used to make transportation systems safer, more efficient, more
reliable and more environmentally friendly, without necessarily having to
physically alter existing infrastructure. Since 1999, Transport Canada has
been promoting them aggressively and has provided more than $23 million in
support of intelligent transportation systems projects and research in Canada.
Intelligent transportation systems encompass new products and information
and communications technologies for the development, operation and management
of the transportation system. They include applications such as advanced
systems for traveller information, traffic management, public transport,
commercial vehicle operations, emergency response management and vehicle
safety. They all have in common the integrated application of advanced
technologies, including information processing, communications, and sensing
and control.
The goals are to maximize the use and efficiency of existing
infrastructure and meet future mobility needs more responsibly.
Federal funding is provided under the Strategic Highway Infrastructure
Program, a $600-million program to improve highway infrastructure across
Canada. The program has two components, a $500-million highway construction
component and a $100-million national system integration component, of which
$30 million is designated to fund intelligent transportation system
initiatives.

Air Canada welcomes federal government plan to negotiate more Open Skies Agreements
MONTREAL - On November 27, 2006, Air Canada welcomed the announcement by the federal government that it intends to pursue more Open Skies Agreements with certain countries, an approach long-advocated by Canada's flag carrier.
"We welcome Minister Cannon's new Blue Sky policy and his intention to
negotiate more Open Skies Agreements with our most important aviation and
trading partners," said Sean Menke, Executive Vice President and Chief
Commercial Officer of Air Canada. "Air Canada and our customers have benefited
tremendously from the Canada-U.S. Open Skies agreement which has resulted in
more flights between both countries and additional options for our customers
on both sides of the border. We look forward to the benefits such agreements
with Canada's key aviation markets can yield.
"Air Canada has been supportive of a liberalization of Canada's
international aviation agreements provided it is done on an equitable and
reciprocal basis. We appreciate the Minister's recognition of this need for
reciprocal benefits for Canadian carriers as a guiding principle in the
negotiation of new Open Skies Agreements."
Menke added that as part of ensuring a level playing field, it is
essential that the federal government also take meaningful action on the issue
of unequal costs imposed on Canadian carriers by monopoly infrastructure
providers, such as airport authorities. Last week, an independent study
conducted by the Montreal Economic Institute underscored the competitive
disadvantages faced by Canadian carriers resulting from some of the highest
airport, security and fuel excise charges in the world.
"Air Canada can compete with any airline in the world and is anxious to
do so. However, Canadian carriers face higher costs at home than foreign
carriers in their home countries and this puts Canada's airlines at a
competitive disadvantage. The Montreal Economic Institute has provided the
government with the competitive impact high costs have on Canada's carriers.
We call on Canada's new government to recognize this fundamental inequality
that is harming Canadian travelers and Canadian businesses and take meaningful
action to address the issue," said Menke.

Large urban transit September 2006 (preliminary)
Combined ridership on 10 large urban transit systems in Canada was 1.0% higher in September than it was for the same month in 2005.
Approximately 123.4 million passenger trips were taken on these transit systems in September, accounting for about 80% of total urban transit in Canada.
The trips generated $193.8 million in revenue in September (excluding subsidies), a 1.7 % increase over September 2005.

Railway carloadings September 2006 and third quarter 2006
Canadian railways carried less tonnage in September than they did in August as loadings of several commodities declined. Railways loaded a total of 24.0 million metric tonnes of freight, down 4.4% from August.
Loadings of wood by-products, chemicals and chemical by-products all fell as a result of several mill closures in these two industrial sectors.
The non-intermodal portion of goods totalled 21.7 million tonnes, down 4.5% from August. Weaker loadings of iron ore were offset by strong loadings of grains as the harvest season produced a good yield.
Railways loaded 2.4 million tonnes of intermodal, or containerized, freight, down 2.5% from August.
Traffic received from the United States increased for the fourth consecutive month, setting an all-time high for September of 2.4 million tonnes.
On a year-over-year basis, non-intermodal tonnage in September was up 0.7% from the same month last year. Containerized freight in September was 0.9% higher, while traffic received from the United States jumped 14.9%.
Despite September's slowdown, loadings for the third quarter amounted to 73.0 million tonnes, the highest ever for a third quarter.
Intermodal (containerized) loadings between July and September hit nearly 7.1 million tonnes, up 2.4% from the same three months last year. Non-intermodal freight rose 1.7% to 65.9 million tonnes.
Third-quarter loadings rose 0.9% over the second quarter. Historically, loadings in the third quarter have been less than in the second quarter.

New motor vehicle sales - September 2006
Continued dealer incentives did not keep new vehicle sales from falling 4.2% to 138,729 vehicles in September, following increases of 3.3% in both July and August.
Notwithstanding September's decline, the high volume of sales in July and August made for a strong third quarter (+3.7%) after a relatively flat first half of 2006. Third quarter strength was buoyed by promotions and dealer incentive programs, such as employee pricing, cash-back rewards and low financing. Despite the third quarter surge in sales, sales in the first nine months of 2006 have been stable compared to those in 2005, which were extremely volatile due to the introduction and later removal of dealer incentive programs.
September's decline was entirely attributed to lower sales of trucks, which include minivans, sport-utility vehicles, light and heavy trucks, vans and buses.
Preliminary sales data from the auto industry indicate that October sales are expected to drop a further 2%, due entirely to declines in passenger car sales. This decrease, combined with the decline in September, more than offsets the gains made in July and August.
All data in this release are seasonally adjusted.
Passenger cars include those used for personal and commercial purposes, such as taxis or rental cars. Trucks include minivans, sport-utility vehicles, light and heavy trucks, vans and buses.
North American built new motor vehicles include vehicles manufactured or assembled in Canada, the United States or Mexico. All other new motor vehicles are considered to have been manufactured overseas.
For reasons of confidentiality, data for Yukon, the Northwest Territories and Nunavut are included with those for British Columbia.
The New Motor Vehicle Sales Survey is compiled on the basis of figures obtained from motor vehicle manufacturers and importers. These results may vary from those obtained directly from auto dealers, due to possible differences in record keeping.
Truck sales shift into reverse
After driving national sales gains for two consecutive months, truck sales shifted into reverse in September, falling 9.0% to 65,005 units. This was the largest monthly decline since September 2005 and the second lowest sales level in 2006.
Following the 1.2% rise in August, passenger car sales edged up 0.4% to 73,724 vehicles, the highest level since July 2005. This small gain can be attributed to a 1.4% increase in sales of North American-built cars. Sales of overseas-built cars skidded a further 1.7% in September, following a sizable 8.1% decrease in August.
Quarterly sales strong
Total new motor vehicle sales advanced 3.7% in the third quarter of 2006 after edging down 0.7% in the previous quarter. In spite of the strong decline in September, truck sales rose a healthy 5.3% in the third quarter, more than erasing the second quarter decline of 2.7%. Passenger car sales climbed 2.3%, increasing for the third consecutive quarter.
Third quarter sales in 2006 were 1.8% higher compared to the same quarter in 2005. Sales of both passenger cars (+1.1%) and trucks (+2.6%) saw year-over-year gains for this quarter.
Truck sales strengthened their market share in the third quarter, reaching 48.1% compared to 47.4% in the second quarter of 2006.
Sales down in nine provinces
New motor vehicle sales decreased in all provinces in September with the exception of British Columbia. Prince Edward Island (-9.9%) saw the largest percentage sales decline among the provinces. Sales in Quebec fell 6.1%, almost entirely offsetting the 6.6% gain in August.
Although Alberta sales fell 5.4% to 21,014 vehicles, September represented the third consecutive month in which more than 21,000 units were sold, and the fourth highest sales level ever recorded for the province.
New motor vehicle sales fell in Ontario (-4.7%), New Brunswick (-2.3%), and Nova Scotia (-1.0%) following three consecutive monthly increases.
With a gain of 17 vehicles, British Columbia posted a fourth consecutive monthly increase (+0.1%) representing the highest sales level for the province since August 2005.

Canada's New Government invests $11 million to improve urban transit security in Toronto
TORONTO - Gord Brown, MP (Leeds-Grenville), on behalf of the Honourable Lawrence Cannon, Minister of Transport, Infrastructure and Communities, announced November 14, 2006, up to $11 million in funding for urban transit security projects in Toronto as part of the first round of funding from the Government of Canada's $80-million Transit-Secure program.
The two-year contribution program was announced in June 2006 to assist
passenger rail and urban transit operators to further enhance their security
measures to address potential threats of terrorism.
"By addressing these security priorities we are taking direct action in
strengthening the security of our urban transit systems against acts of
terrorism," said Mr. Brown. "These improvements will benefit the transit
system in the Greater Toronto Area and all who use it."
Round one of Transit-Secure will provide funding to the following
operators in Toronto: GO Transit will receive up to $5,290,527, the TTC up to
$1,462,500, and Union Station up to $4,280,738.
The first round of funding supports the development of risk assessments;
security plans; employee training programs; public awareness; and the upgrade
of security equipment such as access control technology and lighting.
Operators in other communities will be eligible for assistance to carry
out risk assessments and to develop security plans in future rounds of
funding.
"Canada's New Government is committed to investing in projects that
improve security for all who use urban transit in Canada," said Minister
Cannon. "Canada is not immune to the threat of terrorism. We must remain
vigilant and continue to work with our partners in government and industry to
address transit security issues."
Funding is provided on a cost-shared basis, with 75 per cent from the
federal government and 25 per cent from the recipient.
This funding is part of the $1.4 billion in national security funding
committed in Budget 2006 for a variety of security initiatives that will help
protect Canadians and their communities, including $254 million for
transportation security.
A backgrounder describing the Initial Measures for Passenger Rail and
Urban Transit Security is attached.
<<
Backgrounder
------------
INITIAL MEASURES FOR PASSENGER RAIL AND URBAN TRANSIT SECURITY
--------------------------------------------------------------
Background
----------
Transportation is the backbone of the Canadian economy - our network of
roads, railways, shipping lines and airlines keeps people and goods moving
across the country and around the world. In some parts of the world, however,
transportation infrastructure has become a primary target - and even a tool -
for terrorist organizations. Budget 2006 announced $1.4 billion in national
security funding to protect Canadian families and communities, to secure our
borders and to increase emergency preparedness, including $254 million to
continue to improve transportation security in Canada.
The March 2004 bombings in Madrid, Spain, and the July 2005 bombings in
London, England, have led Canada to focus on transportation security in
high-volume passenger transportation sectors. The passenger rail and urban
transit sector presents unique security challenges because it consists of
extensive open systems that move high volumes of passengers daily.
Although Transport Canada has the lead responsibility for national
transportation security, other partners play key roles with respect to
emergency management, including preparedness and response. The Government of
Canada must work together with other levels of government, as well as
industry, to create an effective and efficient security system.
Up to $115 million has been set aside in the fiscal framework for initial
measures to enhance the security of Canada's passenger rail and urban transit
operators, of which $95 million was announced in Budget 2006. The initial
measures are designed to address security priorities that have been identified
by the Government of Canada, in collaboration with its partners, to enhance
security for passenger rail, public transit and ferry operations through five
complementary components.
The measures are as follows:
----------------------------
Transit-Secure - A new passenger rail and urban transit security
contribution program
Up to $80 million will be provided over two years to establish a new
passenger rail and urban transit security contribution program, targeted
towards the high volume passenger areas of commuter rail and public transit,
with a focus on major urban transit systems.
Round one of the contribution program will provide financial assistance to
high-volume commuter rail and public transit operators in six urban areas -
Vancouver, Calgary, Edmonton, Toronto, the National Capital Region, and
Montreal - to accelerate the implementation of new and enhanced security
measures based on a targeted, risk-management approach.
The first round of funding supports the development of risk assessments;
security plans; employee training programs; public awareness; and the upgrade
of security equipment such as access control technology and lighting.
Operators in other communities will be eligible for assistance to carry
out risk assessments and to develop security plans in future rounds of
funding.
Funding will be provided on a cost-shared basis, with 75 per cent from the
federal government and 25 per cent from the recipient. Passenger rail and
transit operators will be required to apply for the funding.
For more information on Transit-Secure, please visit
www.tc.gc.ca/vigilance/sep/rail/Contribution_Program/menu.htm
Enhanced Transport Canada leadership, expertise and coordination
Up to $24 million over five years will be provided to strengthen Transport
Canada's capacity to provide passenger rail and urban transit security
leadership and expert assistance in the development of security assessments
and plans, best practices and guidelines; enhance information sharing

Eligibility of domestic ferries under Transport Canada's Marine Security
Contribution Program
Canada's domestic ferry operators, including those that are part of public
transit systems, will be eligible to apply for funding under the existing
Transport Canada Marine Security Contribution Program to enhance the security
of their facilities and vessels.

Urban transit emergency preparedness exercises
The initial measures include up to $8 million over 4 years to improve the
readiness of Canada's urban transit sector to respond to emergencies and to
develop effective contingency plans. This funding will allow Public Safety and
Emergency Preparedness Canada, in cooperation with Transport Canada, to
partner with key jurisdictions and stakeholders to carry out complex
inter-jurisdictional exercises in Vancouver, Toronto and Montreal, including
table-top, command post and full-scale live exercises. These exercises are
essential in preparing officials at all levels of government, as well as
infrastructure owner-operators, first responders and law enforcement, for
their roles in emergencies.
Public Safety Portfolio Task Force
Up to $3 million will be allocated to Public Safety and Emergency
Preparedness Canada to set up a two-year task force, which will work closely
with Transport Canada. The Public Safety Portfolio Task Force will work
towards enhancing regional and national capacity in critical infrastructure
intelligence and enhance ongoing regional risk analysis. Furthermore, it will
provide technology support and advice on law enforcement and emergency
management and develop local security coordination protocols.
Through close consultation with various levels of government and law
enforcement agencies, the task force will assess intelligence and policing
technology needs, identify necessary infrastructure support, strengthen
security awareness activities, and increase international engagement on urban
transit security issues. This will contribute to strategic, longer-term
integrated solutions to rail and urban transit security issues.

British Airways Unveils New Business Class
NEW YORK - British Airways has, today in London, unveiled its GBP 100 million next generation business class flat bed.
The new Club World bed is 25 per cent wider and offers more privacy,
greater comfort, with more storage. Advances in design, technology and
materials have been harnessed to take British Airways' flat bed concept
to the next level, complemented by a new cabin interior.
It is part of an investment program in the airline's products and
services that includes enhancements to its First Class cabin and the
introduction of an on-demand in-flight entertainment system in every
cabin across the longhaul fleet.

Key features include:
-- Even more comfortable six feet long fully-flat bed that is 25 per
cent wider.
-- A new 'z' bed position that extends to six foot six inches and
allows the body to assume a position similar to that in zero
gravity, ideal for watching movies.
-- Electronically operated privacy screens using an innovative opaque
material, Lumisty.
-- A laptop locker where customers may stow electronic items, a small
bag and shoes.
-- Standard 110v U.S. style in-seat power socket that only needs a
UK/USA adaptor.
-- An enhanced in-flight entertainment system that allows customers
to pause, stop, fast-forward or rewind up to 100 films and TV
programs, and play games on larger 10-inch digital screens.
-- An onboard Club Kitchen where customers may enjoy hot and cold
snacks in between meals.
Willie Walsh, British Airways' Chief Executive said: "British Airways
set the industry benchmark with the launch of the first flat bed for
business customers in 2000. Our new Club World flat bed re-establishes
our position as market leader.
"Our premium cabins are our most profitable segment and we are
re-configuring our aircraft to increase Club World capacity by eight
per cent, moving from 38 to 52 seats on some of our Boeing 747
aircraft.
"We are giving our customers what they want -- not gimmicks and gadgets
-- but an environment that is comfortable, flexible and private, with
service that anticipates their every need."
The new interior features new lighting and a softer color palette of
neutral warm greys, navy and blue to create a relaxing and stylish
environment. Thicker pale taupe quilts, new linen and pillows fabrics
in the traditional Osborne and Little damask design complete the
understated look.
At the same time the airline will introduce improvements to its first
class service including the introduction of a new 'Turndown Service' on
flights departing after 7:30 p.m., a new Anya Hindmarch washbag, new
sleeper suits and for the first time, all customers will receive
slippers. New catering will be introduced from January 2007. The
enhancements, introduced across the longhaul fleet will be available
from November 14, 2006 and come ahead of a planned major overhaul of
the First class cabin.

“We are very impressed with this new design and are excited to bring it to our community. 2007 Porsche 911 Turbo wins Popular Science Magazine's ''Best of What's New'' Award
ATLANTA - The 2007 Porsche 911 Turbo was awarded a Best of What's New in the Automotive category in Popular Science Magazine's 2006 19th Annual "Best of What's New" awards. This award will be featured in the December issue to be on newsstands November 14.
The 2007 Porsche 911 Turbo - which went on sale this past summer - was
chosen for the development and implementation of Porsche's variable turbine
geometry (VTG) setup which was developed in close cooperation with Borg Warner
Turbo Systems. It is based on technology which has been widely and
successfully applied to diesel engines since the early 1990s. It is nearly
identical in concept to other turbo manufacturers' variable nozzle/geometry
compressors, including a system that was briefly used on a series gasoline
production engine in the late 1980s. This application encountered difficulties
due to high operating temperatures -- a problem not easily solved with
contemporary materials -- and production was stopped after a limited run.
After nearly two decades, aerospace-grade materials have allowed the
progression of variable-geometry turbo technology to the point that it can now
reliably operate in the higher-temperature environment of turbocharged
gasoline engines. Porsche's version of variable turbine geometry in the 2007
911 Turbo incorporates these latest material applications, plus a
sophisticated control algorithm. The combination produces the advantages of
both small and large turbochargers, generating a much wider plateau of torque
and providing quicker response compared to the previous generation 911 Turbo,
while providing the reliability of fixed-vane turbochargers.
Popular Science's Best of What's New showcases the top 100 tech
innovations in 10 categories with each category having a Grand Award. This
award was granted to Porsche for the 911 Turbo in the Automotive category, in
recognition of its great technical advances.
Popular Science(R) is published by Time4 Media(R), the world's leading
publisher of leisure-time magazines. Founded in 1872, PopSci is the world's
largest science and technology magazine with a circulation of 1.45 million
subscribers and a readership of more than seven million people.

Porter Airlines on approach to Montreal
TORONTO - Porter Airlines confirmed today that it will add Montreal as its second destination starting Dec. 11. Porter will launch its newest route from Toronto City Centre Airport (TCCA) with four round-trip weekday flights, as well as weekend service. The airline plans to increase service to nine scheduled weekday roundtrips to Montreal in early January after receiving its fourth aircraft.
Initial one-way fares will start at $119. Reservations can be made
beginning Nov. 1, through registered travel agents, on Porter's website
www.flyporter.com and through its call centre at 1-888-619-8622 or
416-619-8622.
"We're excited to follow-up on our successful launch to Ottawa last week
with the announcement of Montreal as our second destination," said Robert
Deluce, president and CEO of Porter Airlines. "Porter is pleased to be
bringing the convenient option of flying to the island airport back to
Montreal travellers after such a long time."
Approximately 20 full-time jobs will be created by Porter in Montreal,
including staff and contract positions. The airline currently has over 200
employees.
Customers can choose from Freedom, Flexible and Firm fare types that
provide varying options including complimentary flight changes and
cancellations, advance seat selection and same-day standby. The website also
allows for advance check-in.
At the heart of Porter's philosophy is a desire to reintroduce
convenience, speed and seamless service to short-haul air travel. Situated
minutes from downtown Toronto, TCCA is one of the most convenient urban
airports in the world, allowing passengers to cut as much as two hours off a
round-trip flight compared to flying from Pearson International Airport.
Travellers will also benefit from Porter's customer-focused approach that
includes complimentary in-flight food and beverage service, free shuttle buses
to downtown Toronto, and a TCCA lounge with complimentary espresso bar,
beverages, snacks and wireless Internet access with computer workstations.
With a variety of fare offerings, Porter's schedule and service will appeal to
both business and leisure travellers.
Porter currently operates two 70-seat Bombardier Q400 turboprop aircraft.
A third aircraft will be delivered prior to inauguration of Montreal service,
with a fourth in place by the end of this year. Porter has ordered up to 20
Q400s.

Mercedes-Benz Barrie breaks ground for brand new facility on Doral Drive
BARRIE, ON - Mercedes-Benz Barrie is relocating to a new property on Doral Drive. A ground breaking ceremony took place a few days ago and dealer principal John Angelucci expects construction to be completed by late spring 2007.
The current facility located at 290 Yonge Street in Barrie has been the
home of Mercedes-Benz for more than two decades. Over the course of the last
few years, the Greater Barrie Area has experienced tremendous growth, and
Mercedes-Benz sales have grown along with it. The Yonge Street dealership,
with 8,500 sq.ft. and 6 service bays, has simply become too small to meet the
needs of Mercedes-Benz customers in Barrie.
The new facility will be located at the southern edge of the Barrie area
on Doral Drive, just off the Innisfil Beach Road exit, easily and conveniently
accessible from Highway 400. The 3.6 acre property and the new 27,500 sq.ft.
building will be very visible from the busy 400 Highway, which accommodates
more than 100,000 commuters daily (and far more on the weekends en route to
cottage country).
This new state-of-the-art facility will feature a 16-car showroom, 9
service bays and 3 prep bays, and as is the case with all of the new
Mercedes-Benz dealerships built across Canada in recent years, this new
facility will meet all of the global facility design standards and guidelines
set by Mercedes-Benz.
The relocation of this dealership is just one example of Mercedes-Benz
Canada's nationwide dealer network development program, which in itself is a
key element of the company's customer satisfaction strategy. The concept and
architecture of all new Mercedes-Benz dealer facilities are designed with the
customer in mind, providing a top notch brand, purchase and service
experience.
